On January 7, 2025, when sparks began igniting the communities of Pacific Palisades, Malibu, Pasadena, Altadena, Hollywood, and others, the city of Los Angeles had been struggling to produce 486,379 new housing units by 2029, a number mandated by California’s Regional Housing Needs Assessment (RHNA) to address the shortfall.

Sonoma County, California, can enhance its ability to withstand and recover from wildfires by re-envisioning its land use, energy, and housing policies through a cooperative and equity-focused framework, according to a report released today by ULI. The report is based on recommendations from a panel of land-use and resilience experts convened in April through ULI’s Virtual Advisory Services panel offering.
A new ULI report, published with input from more than 50 ULI member and outside experts as well as with support from the Kresge Foundation, shows the increasing awareness among real estate developers, urban planners, and public leaders of the land use drivers of wildfires, their concern about the consequences of these fires, and how they are implementing asset- and community-scale resilience efforts.
