Philadelphia’s Fairmount Park is the largest urban park system in the United States, sprawling along both sides of the Schuylkill River. A recent ULI Advisory Services panel on Fairmount Park highlighted the challenges facing the system.

Extreme rain events are increasing in frequency due to climate change, and many cities’ infrastructure and landscapes are not equipped to manage the intense volumes of water. Further, storm and sewer drains are slow, expensive, and disruptive to update for higher volumes, and channeling water directly out of the landscape creates missed opportunities to enhance landscapes with green infrastructure, biodiversity, and restorative recreational space for urban residents.

A new ULI report, Water Wise: Strategies for Drought-Resilient Development, features best practices and case studies for incorporating water-saving measures into real estate development projects, alongside policy recommendations for integrating land use and water management.

Members and staff from five ULI district councils—three in the United States and two in Canada—gathered during ULI’s Spring Meeting in San Diego. An estimated 90 percent of construction will take place on existing buildings over the next 10 years. In many cases, the tax incentives available through the National Park Service (NPS) will be critical in determining a project’s viability. Launched in fall 2020, Delve is an evaluation tool that uses artificial intelligence, Geographic Information System, and user input to optimize real estate development by Sidewalk Lab. Currently available on an engagement model, Delve pairs users with a team of consultants to generate highest and best use design options and help find design solutions for the nuances of complex projects. An updated version will be released later this year.

Integrated System Packages (ISPs), developed by Lawrence Berkeley National Laboratory and sponsored by the U.S. Department of Energy, are packaged efficiency solutions to be incorporated into the real-estate cycle. ISPs reduce transaction costs for building owners and mitigate disruptions to building occupants.
