Integrated Tourism Development Investment Opportunity at Singapore’s Jurong Lake District

To ensure that the city-state’s tourism landscape continues to offer a constant pipeline of new, high-quality, and compelling attractions, Singapore is expanding its tourism offerings in the Jurong Lake District, the largest business district outside the central area.

Spanning 410 hectares, Jurong Lake District has four main precincts: Jurong Gateway, the existing commercial node around Jurong East MRT station; Lakeside East, a new mixed-use precinct around the future Cross-Island Line station; Lakeside West, a complementary leisure and recreational precinct surrounding Jurong Lake Gardens; and the International Business Park, which will be rejuvenated with more mixed uses in the coming years. The district offers quality office spaces, attractive homes, and ancillary retail and F&B amenities to serve businesses, workers, visitors, and the local community. Family-friendly attractions, hotels, and entertainment uses will also be added to complement the Jurong Lake Gardens.

Jurong Lake District will be the focus of new development in the next two decades, with the government prioritising the sale of sites within the district. When fully developed, JLD will have 100,000 new jobs, and 20,000 new homes to support Singapore’s growth as a thriving global city. As more businesses and residents are drawn to Jurong Lake District, it is envisioned to bring strong demand for high quality leisure activities and short-term accommodation.

Singapore Tourism Board (STB) has launched a Request for Proposals (RFP) to develop and operate a 6.8 ha integrated tourism development at Jurong Lake District. As the first major attractions and hotel cluster in the area, this development will have first-mover advantage in Jurong Lake District to showcase unlimited possibilities and draw interest from visitors all around the world.

The development will comprise a mix of offerings with attractions, hotel, retail, food and beverage, and entertainment offerings—all with an emphasis on technology, “edutainment” and sustainability. It will be a unique world class destination that appeals to both international tourists and locals, complement the existing nearby attractions such as the Jurong Lake Gardens and the new Science Centre and be well-integrated with the entire Jurong Lake District through a seamless network of pedestrian-friendly streets and well-designed public spaces.

The site is prime with a 300 meter-long (984 feet) water frontage and expansive views of Jurong Lake and Jurong Lake Gardens. The development is directly connected to Chinese Garden MRT on the East-West Line and benefits from the proximity to the North-South Line, Cross Island Line and Jurong Region Line, providing easy linkages to the development. This site is easily accessible by foot or bicycle. Linked by walking and cycling paths along Jurong Lake, Jurong Town Hall Road and Boon Lay Way, the development will connect seamlessly to Singapore’s islandwide cycling and park connector networks.

Despite COVID-19, Singapore remains a very attractive destination for business and leisure travelers. Existing tourism offerings are being refreshed and rejuvenated and investment opportunities in new tourism products are also being created. The launch of this RFP signals Singapore’s intent to press ahead with medium-term plans, to build a better and more exciting tourism landscape so that Singapore remains an attractive destination.

The Request For Proposals (RFP) for the tourism development at Jurong Lake District is now open, and the closing date for the submission of proposals is 18 October 2022. Upon the tender award, the entire site will be leased to the successful developer for 60 years.
