Sean Burton is CEO of Cityview, a vertically integrated real estate investment manager based in Los Angeles, with offices in Dallas and New York City. Cityview specializes in developing and acquiring multifamily projects across the risk spectrum. The company has invested approximately $6.5 billion in more than 150 projects across the country.

In a landmark moment for California housing policy, Governor Gavin Newsom signed two transformative bills into law in June 2025—AB 130 and SB 131. They fundamentally reshape how the California Environmental Quality Act (CEQA) applies to infill housing. Enacted as part of the state’s broader budget package, these reforms remove major procedural barriers for urban multifamily projects and signal a new direction in the state’s effort to address housing affordability through increased supply.
At the 2011 ULI Terwilliger Center for Workforce Housing Awards Gala, held September 21, 2011, in Washington, D.C., a ceremony honoring former HUD Secretary Henry G. Cisneros as a “transformational leader” also included the presentation of two prestigious awards: the Jack Kemp Workforce Housing Models of Excellence Awards and the Robert C. Larson Workforce Housing Public Policy Award.
Two megatrends are currently shaping what will become the new normal after the prolonged period of recovery for the U.S. economy.
